Multiple M.D. Pa. judges/magistrates increasingly documented the scale and unsuccessful nature of the litigation history.
Nov. 2025 R&R used the 'prodigious, but prodigiously unsuccessful' description; Feb. 2026 R&R noted at least 22 actions in two years, half closed; Jul. 2026 final order noted 38 M.D. Pa. lawsuits since Dec. 2023, many dismissed.
Research assessment
Strong contextual evidence of litigation volume and court awareness, but volume alone does not establish vexatiousness.
Important caveat
The counts use slightly different time windows and dates, so they should not be treated as a single statistically consistent series.
